The Brazilian has been on loan at Santos in his homeland since January after a disappointing second season at Eastlands in which he struggled with injury and form.
He signed for City for a reported £35 million in 2008 but Milan are believed to be prepared to offer around half that amount.
Robinho is said to have enjoyed his spell back in Brazil, but there is no way that Santos would be able to afford his wages, believed to be around £160,000 a week.
The player's advisors are also apparently keen to see the forward back at a top European club, whilst City would reportedly like to see the player's somewhat embarrassing spell at Eastlands ended in a way that would allow them to recoup at least some of their outlay. If Robinho are coming to AC Milan it is gonna be good!
